First of all, paygo limits NEW spending. So the cost over time is irrelevant: if the costs increase because of more people using it or inflation or whatever, that's exempted from paygo. And that's most of the $8T.
Second, you can decrease spending in an exempted program, use that for new spending, and then increase spending back into the exempted program. So, cut all military spending, use it to pay for your programs, then spend all you want on military, which is exempted from paygo.
Two main reasons. One is politics: it's easier to say you're balancing the budget etc. It looks better.
The other is flexibility in funding: if you're outside the normal budgeting process, you can get more done more easily.
There's no other real difference. Even if we had paygo, it wouldn't be subject to paygo. It's all about appearances, and secondarily about logistics. It's really not a big issue to care about. Nothing to see here, really.
As for not raising taxes, because of what was already mentioned: THE RECESSION: raising taxes would kill the recovery. Even almost all Democrats agreed with that, although some like Kerry wanted to raise taxes on "the wealthy." But we know that would reduce available jobs.
Plus, raising taxes just raises the question of why you don't cut other spending instead, and -- as I've often criticized Bush for -- he was spending too much in other areas, and he didn't want to cut.

He and other supporters of the DREAM Act amnesty claim it will benefit only a small portion of illegal aliens. Well 2.1 million illegal aliens between 18-35 doesn't seem like a small number to me. The health care penalty bill is entirely missing the point and wasting everybody's effort. To save the industry, the insurance industry must be challenged by an open public framework that allows most people sayings. Making everybody pay and no sayings will only put a goodwill industry on choke holds, not taking in their contributions in a constructive ways. Tax is always an universal culprit for economy. Added with penalties, it seeds destructive revolts and rages that will burden management.

In 1967 insurance didnt fight the creation of medicare. Insurance take our money from 20-64 when we are cheap, after 65 when we have expensive health issues they give us to the Govmt.
If EVERYONE had the OPTION, to pay & join medicare?
Fees from the young that currently give HC its 35% profit would fund Medicare which has 3% cost.

I am noting the FACT that it had no effect. Our debt kept increasing every year under paygo. And, no, this had nothing to do with what happened under Bush: the recession Bush inherited from Clinton was before 2002, and the "crash" in 2008 was about housing, not about high spending/low taxes.
In fact, the last GOP budget -- FY2007 -- had historically low deficit, just $162B.
I defy you to tell me how, in light of the LOW deficit, lack of paygo cause a crash.

Actually, the tax cuts were SMALLER than the deficit. Which means -- obviously -- the tax cuts didn't cause the deficit. What caused the deficit -- as everyone knows -- was a significant decrease in revenue caused by the recession (which Bush inherited from Clinton).
Also, paygo wouldn't have applied to Afghanistan or Iraq, just like it didn't apply to Iraq under Bush 41, since national security is exempt from paygo.
And you do not understand the difference between deficit and debt.

No, you are wrong. As I said, paygo doesn't actually stop you from doing anything. It doesn't work.
In FY1991 we had revenues of $1055B, against expenses of $1324B. In FY1995, we had revenues of $1352B against expenses of $1516B. If paygo worked, why did we not have a balanced budget?
Paygo is filled with exceptions and workarounds. You can increase a dollar here and say it is paid for even when it's not. It doesn't work. The budget was only balanced because of the tech boom, not paygo.

First of all, paygo limits NEW spending. So the cost over time is irrelevant: if the costs increase because of more people using it or inflation or whatever, that's exempted from paygo. And that's most of the $8T.
Second, you can decrease spending in an exempted program, use that for new spending, and then increase spending back into the exempted program. So, cut all military spending, use it to pay for your programs, then spend all you want on military, which is exempted from paygo.

Two main reasons. One is politics: it's easier to say you're balancing the budget etc. It looks better.
The other is flexibility in funding: if you're outside the normal budgeting process, you can get more done more easily.
There's no other real difference. Even if we had paygo, it wouldn't be subject to paygo. It's all about appearances, and secondarily about logistics. It's really not a big issue to care about. Nothing to see here, really.

As for not raising taxes, because of what was already mentioned: THE RECESSION: raising taxes would kill the recovery. Even almost all Democrats agreed with that, although some like Kerry wanted to raise taxes on "the wealthy." But we know that would reduce available jobs.
Plus, raising taxes just raises the question of why you don't cut other spending instead, and -- as I've often criticized Bush for -- he was spending too much in other areas, and he didn't want to cut.

Under Clinton's budgets our national debt reached $5.8T. Under Bush, went to $9T. A big jump, no doubt ... and I was a critic of Bush for exactly that, through his entire presidency.
Under the Democrats -- who have controlled the budget since September 2007 -- out debt has increased to $12T. In just two years, $3T more under the Democrats, which was the size of the entire debt in Reagan's last budget.

Right, but you were going back and forth between them such that the lines were completely blurred. The deficit had a very small and very brief surplus under Clinton, which was wiped out by the recession that happened right when Clinton left office, that Bush inherited.
The debt was NEVER reduced under Clinton, even when we had a budget surplus: hence my claim that paygo didn't actually force us to pay as we go. There are many off-budget spending items that are outside paygo.

That's a nonsensical question. You don't get money FOR tax cuts. Tax rates determine what money you have to spend, not the other way around.
That said, the 2001 tax cuts were passed during FY2001, which was before the recession -- which started "officially" in March 2001, just after Bush took office -- and would therefore be unaffected by the recession, even under paygo.
Also, there's no "if" here. Everyone agrees the recession alone wiped out the (small) surplus.

Since you do not understand how taxcuts works, I will school you in on them. When you cut taxes, it does not mean the Gov't gets less money. It simply means there are more taxpayers into the system. Therefore fed revenues go up. But that doesn't mean Congress HAS to spend ALL of it. Revenues go up with cuts not down. Cut the taxes form businesses and income and watch the people spend the money, not the Gov't. Everyone benefits from the cuts, even Gov't. DUH!!

reid didn't say it was the republicans blocking abolition of slavery, only there were senators who did that. and there were, and it's the same demographic (conservative white wealthy christians) who oppose gay rights and healthcare reform now. yes, they were democrats back then, but that doesn't really matter, the parties have shifted in opposite directions. "radical republican" no longer means a republican who wants to punish the south and give civil rights to blacks. it means a tea party type.

lets be honest back in the 1800's most democrats AND republicans were Christians. not necessarily wealthy, but certainly white. It was the democratic party that spawned the ku klux klan, and legislatively stopped the "40 acres and a mule" restitution. that is history, not opinion. your demographic argument is weak.
