You apparently never had a cat or do not know anything about them. It does not hurt them. Thats how their mothers held them when they were kittens. It actually calms them down if they are excited or upset. Ask your vet next time....it's called "scruffing."

The mothers know better than humans, and kittens are small. Scruffing is for emergencies only and not a good way to casually pick up a cat.
