@Synth3t1cs We have called the Sheriff. Actually the California Highway Patrol (CHP) was there and claimed they could not act because it was not their jurisdiction. (Gilman Springs Road is no longer a State Highway but got downgraded to a Secondary Road SR-79 and owned by the county, probably due to Scilon action)
The CHP called the Sheriff and I personally placed three 911 calls. The Sheriff never came to investigate the 4 violations I called in. I wrote and submitted a letter to the Sheriff.
@MrDunedon See Riverside County Ordinance 847. The limit is 75 dB. We were experiencing a measured value of around 110 to 115 dB, which is much, much higher than 75dB. Sound level power doubles at every 6 dB.

How can they move a property line, as far as I know in the UK the property line ends at the fence, so how are they able to use the enbankment between the fence and the road as their property. all that aside, well done on the raid guys.
@tamsonskid They didn't move the property line. However, they did encroach on the existing easement between the asphalt edge and the property line. Nobody is allowed to make improvements on public property such as adding sprinklers except with a specific encroachment permit to do so. I spent many hours looking for evidence of that permit at the County, the Transportation Agency, and even Title companies to no avail. I then got them to have to purchase a permit, but there was no fines levied.
