Not really sure about this, there were claims that both falls of Foley against Undertaker were planned if you search the net comment enough. Foley merely denied it to placate his wife who was mortified to discover the falls. Reportedly she was all tears complaining to the executives of WWE at that time.

This was a good match. Foley as always goes through hell and stands right back up. But I was at KOTR 98 for Mankind/Taker, 3rd row ringside and that match was the absolute most insane I have ever seen. For any doubters, Foley WAS NOT supposed to fall through the cell, it broke under their weight.
