Locate the file in the steamapps folder/fallout and right click on FALLOUTW file select compatibility run on windows 98 and run at 256 colours then apply and save this should help.

Mate, for old games like this one, download Ubuntu, put it on an USB stick and boot from it, then use it like it was installed on your hard drive (it's live version). Install wine inside your live Linux and using wine run the game. No glitches, no problems, works on 800MHz, 512MB RAM, 4GB USB easily.
