Gillard talks like Labour are in opposition.. The senate (the red house) rotates every few years, meanig that - while the ideas themselves will be the elected parties', the quality of the bills will be different. A good example is the insulation scheme; good idea, bad implementation (senate should have foreseen problems and modified/block it).
It is silly to judge thrm on their promises, yes, but the real thing to judge is the quality of presenate bills.
