Raoh was really badass and definitely the best villain of the series, but it's not entirely accurate to portray him as being less evil than the average villains of the show. Many of the nastiest, most cruel villains were followers of Raoh/Ken-Oh: don't forget that Jagi, Yuda and Amiba were all working for Raoh, and most if not all of the evil deeds they did were with his approval. Aside from Souther and Shin (and their followers) most of the series' villains were part of Ken-Oh's army.

He could not control everything that happened in his territory. Not during his conquest at least. He allowed them to do as they pleased as payment for their loyalty and service - like a good king should. Disagree. According to the storyline, Lin, Kenshiro, Jukei and others have all predicted that Raoh can defeat Kaioh. Another thing you have missed is that, in order for Kenshiro to defeat Kaioh, he needed the messages from the female statue. It was Hyoh who hold that secret, which was why Jukei tried to unlock his seal on Hyoh's memory upon learning Kenshiro is the one who crossed the ocean. Anyway, the point is that Raoh knows about female statue and Kenshiro did not.

That was after Raoh had become completely desperate and terrified after Kenshiro curb stomped him in their second fight. He came to the conclusion that overcoming Fudo (the only man who ever scared him before Kenshiro) was the only way to overcome fear once and for all.
He was hardly acting like he normally did for most of the anime, instead he acted out of fear for the first time since his childhood.

Recall Temujin was able to augment his tribal confederation even when the odds were against him (the wars against Jamuqa & Toghrul Ong Khan), again something that can not be done with simple threat of violence.
Raoh is 210cm and 150kg and quite similar to Chinese former NBA player Mengke Bateer. He had ever owned Shaq on the court. So now, Raoh is at least stronger than Shaq. Wow!
You got to admit, Raoh is another one of the greatest villains in fiction. It's not really his size that's intimidating, but its his power, strength and cleverness that makes him a worthy foe. Without guys like him, Kenshiro's job as the good guy would be too easy. If there's one guy I can think of who can give a challenge, its definitely Raoh. He's da man!
Well I guess Jagi can approve as one of Ken's most menacing villains despite his short lived fight against him. But I think the weakest of Ken's villains (and not the guys who were too easy to take down) was Seiji from "Shin Hokuto no Ken" who looks so much like Rei, but had a weaker fighting style to Ken. If you ask me, anybody could beat Seiji in a fight within seconds; Shin, Raoh, and even Souther. Speaking of which, Souther was yet another great challenger who Kenshiro fought against.
Yeah, well, the animators of HNK have never really been good at proportions. 12 year old children never reach above the ankles of the average grown men in the series, Raoh seems to grow by 10 metres for every episode and whatnot, and Fudoh's kids are about the size of his nostrils.
Great introduction of Raoh. But it is interesting to see that Raoh is just a little bigger than Ken whereas when he fights Juuza he is a Giant. I think that the people who drew him eventually got lazy. I also love the tiger and how big it is due to radiation.
