This was a transitional appearance while the Global Forecast Center was being built. Before this, the map in the background was much smaller (as you can probably see in some other videos). The huge map seen in this video was used to cover up all of the construction being done.
By the way, the Global Forecast Center made its debut on August 20, 2001.
This was back when all was good.

Back then, they had to take the LDL off before displaying a lower third - otherwise, the LDL would completely block the lower third.

Well, they certainly ramped-up their in-house international forecasting at this time, from what I understand.
