When I put wheels on a car they only face one direction , so say if I put wheels on one side of the car if I put them on the other side they are pretty much backwards and spin the opposite way from the other wheel, are you able to somehow rotate the wheel while using the wheel tool?

oh, i know the reason of that, once you have made your wheels, there is one set different to the other so go around the side and press e on the wheels on the side you went to that have the arrows going the way of the front, then it should be able to drive.
