Whether or not zombies are people is almost impossible to answer because there IS no central definition for what a zombie is. In some cultures the definition of zombie is someone who has been drugged and taken into servitude, which sounds nuts but over the years some of them have come back to tell the tale. Those people, are definitely people. Animated corpse dogs/humans in the resident evil series and many other horror stories are defined by their undead state, and are therefor not people.

I was for the motion, and we were winning by miles until the last speech of the debate, which pointed out that if we were to make Zombies equal, that would include accepting them in love affairs. She then immediately launched into an exceedingly detailed description of making out with a zombie. It was horrific, and was probably one of the best speeches of all time.
