In the early days when the romans defeated the Etruscan kings they formed a republic. They remained a democracy with a senate up until they reached caesar who used the wartime panic and fear to gain his imperial power.

IE.. The northern african and NW coasts wouldnt have been conquered if king jugurtha of numidia hadn't raided and waged war on roman provinces in old carthage.
the romans wouldn't have taken egypt because they were allies, but through cleopatra and anthony causing the civil war, egypt lost its self governance.
I can understand where you say the romans are conquerors, but they only did it to protect their borders.

if the Roman army is considered a horde, then all the other armies to you must simply be peasants with sticks. the roman army was one of the most organized and disciplined army in its time, and thats why he won victories. the gauls had the potential to win in the gaullic campain, but they were disorganized, even though they had superior numbers. Face it, the romans were the superior army, thats why they defeated all of their enemies.

Because the Romans were skilled, strong, trained fighters. Thats how they conquered all their known world.
