I know they are polish but at 0:28 The guy sounds like he is saying "Well that's not fair" in plain english. Now maybe it was english or maybe it was polish and it just sounded like those english words put together

That is a common accident, when rolling hot steel. I had a job at Inland Steel in Gary Indiana back in 1968, where they would roll steel from large ingots,smaller and smaller till the finished rod was made. When the hot steel bounces it can catch the leading edge on a roller and bend, we use to call them snakes.
They will drag it over to the side, cut it up into pieces, and load it in a scrap car to be melted down again.

This happens from time to time.
The best way to prevent this issue is proper set-up.
I would guess that it was the first time they ran that particular section.
As for the safety glasses, in our steel mill, we are more safety concouse.
