If you have a total noob up on a tower trying to snipe, then that's a different story. But I do see your point; snipers (experienced) should move around from place to place.

Snipers, once their position is discovered, will relocate to avoid being killed to set up shop and cash in some more kills, only to repeat the process as soon as he is discovered; never in the same place twice in one match. A camper on the other hand will never even try move until he is killed...and chances are you'll find him in the exact same location a couple of minutes later.
