As far as i remember (the water scene in JME tests as changed since then), there was no additional effect except the WaterFilter, the "bloomy" effect is a combination of specular lighting on the water surface and the reflection of the skybox. the sun is already bloomy in the skybox texture.
Is it the DOF filter that makes the sun "bloom"? I know the demo also has a bloom effect in it but I guess got to try this test code out to see what makes the nice sun in the scene. Using DOF for background sounds like a good idea as the fog filter has the problem that it also affects the sky box effectively making anything in it on the horizon invisible.
