If I remember rightly she was then in ownership in 1996 by Dr Tony Marchington,and finance a major overhaul of the locomotive. completed in 1999..but I am not sure about the smoke deflectors..whatever, she looks stunning with and without them..thanks for posting this video
If I remember correctly 4472 was not a 'completely' restored loco for some time after it's first run out of Kings Cross on 4th July with the tender's livery less lining. The smoke deflectors, as you pointed out, appeared some weeks after the Sarum tour.

Excellent shots of 4472, interestingly not wearing its smoke deflectors! unlike the last time I saw it at Newton Abbot in 2000
