You seem to be discounting factors like,,,wind. I think your fears are founded, but in a situation where global winds stop moving. Cities like Beijing might have a problem, but I'm wondering about the relative weight between air, water vapor and smog. I'm also wondering about the concentrations needed for what you talk about versus what we have today.
Exhaust is water vapour. Have the tree huggers conveniently forgot that water vapour is 20 times more powerful as a greenhouse gas than CO2?
Just imagine that all cars are H2 powered and exhaust water vapour. All cities would be foggy to no end. Compound this with the "city island effect" and bang! your average temperature will increase, just like they tried to with the Climategate but this time for real.
The answer is simply "no emissions". This is full electric cars, "Tesla like".
I love this concept so much. It's beautiful, even more so because its REAL.

I believe it would be accurate to say that local wind activity may subside from time to time, but global winds never cease.
