Rockstar said it themselves the will not bring back, even as side characters, any of GTA3 era characters(that means characters from all 5 GTA's made with GTA3 engine, and that's why they have scattered RIP pictures/texts/signs to all previous main characters all over Liberty City in GTA 4. So yes, all the previous characters are dead and won't be making a comeback or be referenced to even if they make a GTA set in a time when they might be alive like 90's or something.
