It's King Terenas's voice . Arthas is just remembering what his father told him , that he would become King and that all will bow to his will.

it's pretty obvious that the guy talking is arthas's father talking to his son(arthas)...

King Terenas is dead? why would he be talking to his son about Arthas when his son IS Arthas?

The voiceover is by King Varian Wrynn, the current king of stormwind, talking to his son Anduin Wrynn (the young blond haired boy in stormwind keep?) who has taken up the task of king while his father has been kidnapped by the defias (The Missing Diplomat Questline). There is a faction in WOTLK called the Valiance Expedition so I'm assuming he's making a return.

I believe it is supposed to be a sad irony. Arthas did become a weapon, not of righteousness, but of terror. He rules his people with tyranny, and an iron fist. Not wisdom and strength. And instead of stirring the hearts of his people, he transformed and enslaved them with the Scourge. Basically he became the bane of Lordaeron, instead of its savior. Although the first Lich King didn't help matters much either.
