I remember reading though RFK authorized it only because of J. Edgar Hoover. He wanted to find something dirty on King and needed approval to spy on him. So he fabricated "evidence" that went against RFK's governmental beliefs of the time just so he would approve it. Then RFK realized J Edgar Hoover was another hemorrhoid of D.C.?
