A member of the reservation can either choose to live there or anywhere else. Hence the reason why gambling is legal in reservations. The reservations are bantustans (check the definition of "bantustan") while Indians are citizens of USA and therefore must have EQUAL rights with all other citizens. Jimmy Carter was an idiot when he was President, and apparently has just gotten dumber over the years. He should shut up, and just build houses. That's about the only decent thing he has ever accomplished. If you don't want the Jews in the Middle East, offer them a big chunk of your own country to live in. Where else are they supposed to go? If you think the Jewish people had any options about where to live after WWII, then you are either misinformed or just ignorant of the historical facts.
