@Indrijid Fire pokemon are always the rarest. Charizard is the only 3 stage fire type in r/b. I think cyndaquil also shares that.  In fact, the only one that I can remember that wasn't starter was Magby but that guy was kinda dumb. WIth water, you just fish and you always find grass types pretty easy.
