hmm, the way i see it, v13 is an offense only character. she can't take much damage and if pressure get's on her, it's difficult to get out of the situation, but if she keeps the pressure on the opponent with her range, it's just as difficult to approach her, and her damage accumulates fast. Bottom of B+ tier is where i'd place her, but who knows, i haven't actually played the game yet.
Recently they are placing her as S tier with Arakune and Rachel, as she can zone and pressure easily. And if she gets pressured just an DAA can keep the other from her, as tension isn't problem.
This is just speculation, as I myself haven't played the game yet too.
Agreed, although i'd be tempted to say like Arakune, she might have a tad more power than than the rest. But nothing to the degree that she is imbalanced, since she can't take a hit for anything, and a couple of well placed combos should put her down. Tager vs V-13 Matches seem quite interesting since either Tager gets thrashed, or Tagers immense power, thrashers her.
