Look at the CG: cheap, but efficient, with 80's style. Poor lighting creates shadows on the map. I imagine this TV station like the Emergency Broadcast System that uses Krusty the clown in a chapter of The Simpsons, but with cheap color cameras.

Clearly a border station bordering Canada. Almost no U.S. TV station weather forecasts show Canadian provincial boundaries!
