Already there are other systems of identification for restricted uses, like income tax (PAN), Electoral register, etc. God knows how complete or reliable they are. But Mr Nilekani is known to garner all relevant details as the first phase of his work, and is very systematic in his approach. Success or quality of the completed project depends also on how much assistance and cooperation he is empowered to command among govt. departments.
