Couldn't you use Linphone on your Android phone as well? I am looking for software to make video calls from an Android tablet to a PC or mobile. Fring does this but doesn't work on my tablet for some reason.

Make free outgoing/incoming calls on any android device, without using Gizmo 5/Sipsorcery/Evan Charlton's GV app.
Gizmo5 subscriptions are closed, Sipsorcery is not giving new accounts, Here is the FIX. No Gizmo5, No Sipsorcery.
