Its a custom vest, when you buy it, its come blank, and you add the pouchs and mag holders and whatever you want.

Looks like a CIRAS combat striker, there a good deal for $60 where you get a few pouches as an extra deal on the airsoft-club website.

Decent quality camo would be around $100 to $200 depending on where you get it and what type it is. Now for face protection a decent mask should be around $40. Now for your guns. Your primary should be a g&g, KWA, ares, or a Tokyo Marui at least those are my favorites. The prices of those companies can all together be around $200 to $750.
