@alejoh88 You need to HOLD the button in order to make him flick a smoke. Maybe that's the problem, bro. While you're in cover, there is an indicator directly above your weapon information on the bottom right corner of the screen that shows you how many cigs you still got left.

You can also pull this off with the Lock-on Laser, though it's more difficult (you need to soften up the Romanov first, if not kill it out right since it will take up to 5 locks that could be put on individual bots)
