Okay, so like you said, Bowser forgot the code for the safe... I'm guessing he told Mario and Luigi to help him but that strange creature scanned them to create the memory of THEM instead... Just a guess like I said...

Well, he indeed forgot the code and asked Starlow to find it for him, since Bowser didn't know about the bros inside until the end.

And the thing thought Mario & Luigi were viruses, so he scanned them and created the Memory ML's to repel them.
