They're part of a computer program called Vocaloid, a voice synthesizing software. The ones you see are Rin (girl) and Len (boy). They're a voice set for the software published by Crypton. Others related to these two are Kaito, Meiko, Hatsune Miku (the most popular so far) and Megurine Luka, all from Crypton.

There are also others from other companies and even free versions for those who lack the ability to buy, but use a different software called UTAU. Google 'vocaloid' and you'll see.

Now, about this video... it's much as akatsukipoop said... people (mainly the Japanese) use this software to create music, as well as PV's (promotional videos).
