@AtlaRaine McNulty (the one getting in the elevator) had done something bad that could potentionally ruin the career of everyone above him, including the mayor. He knew some people had found out about it, but he wasn't sure how far above him the story had gone yet. So he gets in the lift and his bosses bosses boss is the other guy in there. By the end of the elevator trip it's started to sink in, and then confirmed with the 'To be continued' line. It's amazing in context.
