They didn't know how strong it was gonna be, so that explains the taping on the windows. And it didn't take 15 minutes to come, it's like the BANG-episode, you see the situation from everybodys angle, but its all happening at the same time...
Of course you can see a tornado coming if you live away from the city. There are thousands of tapes of people driving in cars and seeing a tornado like 5km away from them. Of course, you have to be in the middle of a field with open areas around you.
