Yes, certainly! On the other hand, the island being so "small" and with so few inhabitants, it is more than a "duty" for that territory to get rid of CO2! If one has an advantage, one should use it! Besides, Portugal, as a whole, being a "small" country, has exactly the advantage of being mangeable! Why the country came to this state of things is still an enigma, despite all sensible analysis! Can one REALLY be THAT irresponsible, as Portuguese Politicians & many of the People are???

most of what happens in Azores goes unnoticed in Portugal! Most mainland Portuguese don'te even know how many islands the archipelago has!
plus, Graciosa is one of the smallest islands and has few people, thats why it can have CO2 emissions!
