It slows down to let the High ISO noise reducer process the photos. If you go into the custom functions menu and turn off the noise reducer it shouldn't slow down. If it's not that, then your probably in a mode that lets the camera auto expose and it's taking longer exposure times to try to expose it right.
that's not low light. That's no light! And you are never going to shoot a picture of black. is it the same in a dark room with a candle or a small light?

You should shoot white. I get it a lot, but when I'm actually outside, I get the full speed, but mine is only continuous for about 7 shots :(
