It's a lil complicated.. The first part of Resident Evil 3 starts 2 to 3 days before Resident Evil 2. When Jill gets hit with a tentacle by Nemesis and she's in the church unconscious, days pass when Carlos gives her the anecdote. Within those days that's when Leon and Claire come into the scene & Resident Evil 2 starts between the time lapse.That's why they run into Brad because he was killed earlier. When Jill wakes up, the sequel has officially begun because Resident Evil 2 is over by then.

He takes a lot more hits than a regular zombie, but if you kill him and search his corpse, you'll find a key to the lockers which give Leon and Claire alternate costumes.

In the RE3 FMV he got stabbed in the mouth, but, maybe he got regenerated by the NE-Alpha parasite or T-Virus effects.

(Or maybe his mouth has not been destroyed at all by Nemesis, because you can't see what happens in the RE3 FMV clearly)
