The state's biggest problem has NOTHING to do with the current state workforce. The compensation system is back-loaded so that retired & older workers receive the majority of employee expenditures. Brown didn't invent that system & since his last term 30 yrs ago when the state had a $5 billion surplus, there's been only one Dem governor & 24 yrs of GOPher idiots who didn't change or fix anything. The Dills Act does NOT legalize unions. So don't even try to get out of that lie. Fact is, Reagan instituted the first collective bargaining agreements for county & municipal employees which are still in place on the local level & it has NOT bankrupted them. But 24 years of GOP governors was not a failure of collective, but effective bargaining on behalf of the taxpayers whom they represented in negotiations. So quit you're whining because the voters have rejected your lies.
