Lovecraft himself spelled it Cthulhu, but a) he released his world (not his stories, but the world they were set in) into the public domain, and b) he stated repeatedly that the spelling of any entity's name was just one possible interpretation/transliteration of a language never meant to be spoken by human tongues.
