what is all purpose flour?

Here's the recipe, as it appears on the box: 2 1/4 C Flour 1 1/4 C Sugar 2 tsp Baking Powder 1/2 tsp Salt 1/8 tsp Nutmeg 1 tsp Baking Soda 2 Tbs Melted Butter 3/4 C Buttermilk 2 Eggs Beat eggs. Add sugar and butter. Mix rest of dry ingredients. Combine the two mixtures with the buttermilk. Mix thoroughly and put in Donut Maker. Fry at 375°. [Note: I needed to add more buttermilk to make the batter flow]
