Same issue I have with my GTX 260 core 216 with the latest nvidia drivers. Roll back to the old 186.18 driver for smooth performance.. Note that some new games can't run with the older driver.. FIX THIS NVIDIA!

have you found a fix for this? i have the same issue and the only thing it works is to roll back nvidia drivers at 186.xx if you have nvidia

I have this also, I have installed HD packs and increased buffers and it ONLY happens in ONE specific area, the rest is smooth.
I tried without HD packs and SAME area stutters...
