I love this song.When this came out in 2004,I was at a church with a bunch of ridiculing gossiping folks.This song made me question why am I listening to them.Like she said who made up the rules and why do we follow.I left that church and I'm at a better church.I listen to this song whenever I find myself trying to please someone else.

I think "They" is referring to the one who make up the Laws, and the Rules, and When you see such things as "Dont do this" or "Dont go here" and its like :They: are telling you :not: to or :to do: these things, and its like "Who are they( to tell us this), and how can :they: possibly know what to or not to do, maybe its just THEM whoc ant do it. So if I am not mistaken,the song is about suicide,about being fed up with other people's rules and about protesting to this in the ultimate and most decisive manner. Since suicide is also a transgression to the law and a bother to those left behind,she seems to feel a need for apologies. (An overwhelming percentage of suicide notes and messages state some kind of apology within them) That would at least explain why she says she's sorry.

At it's foundation she's saying that people follow rules regardless of why those rules exist. The suicide part is a little intense, I don't think she's getting that extreme. I wouldn't entirely rule it out though.
