In Jamaica government employees would come by announcing funerals for notables. They would ask/coerce people to attend or make donations. Sometimes more crooked officials, or crooked civilians claiming to be officials ("claim say they are the general"), would invent funerals as a scam.

I see the "same man" line as saying the man being buried and the man at the door are the same-both are crooks, both are dead inside.  This is another way of understanding the line "let the dead bury the dead."

"everybody wants to go to heaven no body wants to die." Their belief is that the body is the home of the spirit. When the spirit has departed, the body serves no further purpose.

When a general or such dies, there is usually a big funeral with an expected attendance of a mass amount of people due to this person being ranked high in terms of the SYSTEM.
