They're advertising their own programme. Hardly a new thing for the BBC. The "no advertising" thing applies only to products and programmes that do not belong to the BBC.

Actually, most of the charges listed do make sense, although in a couple of occasions the Doctor's only 'guilty' for NOT doing anything (Like this one book where he had a chance to avert the destruction of a solar system but couldn't do it because he KNEW that it was destined to be destroyed on that day)
