they did because if you play the game when cj sees the green sabre come out the hideout spot ryder and smoke tenpenny comes out and they all taken about taken over. Ryder just shot at them to make it look like he was trying to stop them plus he aimed at the back of the car when he should have been shooting at the driver or shooter.
