@JohnDeere1317 because the force is exerted through the belt unlike a push mower were it is exerted through the blade which is attatched to the motor's shaft there for the motor absorbs the impact causing the flywheel to move so it shears the key to stop damage to the motor
I have one of these I like it. The flail cutters can be made from bar stock or angle iron with a bench grinder and drill. It's basic - and easy to fashion parts etc for.
I just bought a 8hp Super Tomahawk for $300. It is sweet. I had the blade sharpened and she chews like mad now. I found a place in Troy that had 2 Troy Bilt blades in stock still.

@JohnDeere1317 theres usually a belt going from the motor to the blades, it will absorb the sudden stop of the blades
