forget the bracelet, just black bag and shackle every passenger. that would definitely ensure a safe flight. it doesnt matter how many redundant systems you put in place, there is no fool proof system. i wonder how much the lawsuit would be if the bracelet malfunctioned and "incapacitated" a pregnant woman, or maybe an elderly person.
