I do not find the level all that wrong as a piece of content. It's about MODERN warfare, and one such tactic is terrorist methods, like killing civvies. Face it, killing five civvies will get more media attention and out cry then the deaths of twenty soldiers. They give you a warning at the start, you do not need to shoot, you can skip the level, but the level is a keystone in the story to start Russia and America in to a bloody war.
