just a guess but it's most probably because the span between 2nd stage and the beginning of 4th stage in the manga was so short that it doesn't justify making the 3rd stage as another series.
I can notice it too, actually. Aside from excluding the part were Takumi broke Akina's record while Natsuki was riding shotgun, the scenes in the manga were so short that the anime producers added both a Celica battle and FC battle (open-ended btw) and the movie still couldn't reach the 2 hour mark.
Good to see that Tak is a little more laid back in this series. First time we saw him, he was a little out of it, but he's changed and adapted a little better. That's good!
