Hitler used the Reichstags Fire to overrule most of the civil rights, he was chancellor, but there was still a president (Hindenburg). Hindenburg still had to "sign" it! If he just said No, those law would have never been set in force.

This is not true. The fire was started as part of a communist plot. Marinus van der lubbe wasnt the only one involved. Ernst Torgler(KPD) and Georgi Dimitrov(Soviet Commitern) were also charged along with 1 other guy. Everyone else was aquited and Hitler was furious so he decided in the future all treason cases would be in a NSDAP court so this wouldnt happen again.
