You cannot forge in firefight. Feel free to read the Bungie weekly update every Friday at Bungie.net. They address questions like this frequently.

You cannot forge in firefight. You can adjust the game or customize it by deciding which weapons you spawn with and what enemies you fight against but that is not forge. Forge is based on object placement and Bungie has said you cannot place objects in firefight. Hence, you cannot Forge in firefight.

There is no question that you can customize firefight. The disagreement was whether you can place objects in firefight using forge. I am confident you cann't. However, it sure would be cool if I were wrong. We will know for sure in 12 days.
