i think i made a video response because i was having trouble on how to get the fluid to look like water like in ur video. the video response is what i did in 5 mins so its very bad.
Oh, well go in to the fluid panel, and when you make your domain (which should be a box to encompass the entire simulation), be sure to set the gravity in all directions to be 0. for making the impacting object (bullet), set it as an obstacle and in the animation panel make it move through the liquid over a period of several frames. then bake and render the animation.
I rendered it in blender, setting it to render as an AVI file (render settings are found under the render tab at the top), which makes it a video, at which point YouTube made it easy, i just uploaded it and it converted automatically. I rendered it at 640 by 480 resolution by the way. If you have any more questions feel free to ask.

Wow! That's pretty cool. What settings did you use to achieve the slow motion affect? I've been trying to do something similar but just can't get it.
