"momentum" is a product of an objects mass and velocity combined. the guns momentum is caused by the small combustion in the gun, not the "momentum of the bullet". the guns momentum does not react, counter-act or balance the momentum of the bullet at all. The gun simply concentrates and directs the energy from the combustion to the bullet. The guns mass to energy ratio is to low hence the huge recoil.
